Tafsir ibn Kathir

….the free for the free, the slave for the slave, and the female for the female.) was abrogated by the statement life for life (5:45). However, the majority of scholars agree that the Muslim is not killed for a disbeliever whom he kills.[Tafsir ibn Kathir]

Volume 1, Book 3, Number 111:

Narrated Ash-Sha’bi:

Abu Juhaifa said, “I asked Ali, ‘Have you got any book (which has been revealed to the Prophet apart from the Qur’an)?’ ‘Ali replied, ‘No, except Allah’s Book or the power of understanding which has been bestowed (by Allah) upon a Muslim or what is (written) in this sheet of paper (with me).’ Abu Juhaifa said, “I asked, ‘What is (written) in this sheet of paper?’ Ali replied, it deals with The Diyya (compensation (blood money) paid by the killer to the relatives of the victim), the ransom for the releasing of the captives from the hands of the enemies, and the law that no Muslim should be killed in Qisas (equality in punishment) for the killing of (a disbeliever)

Book 020, Number 4661:

It has been narrated on the authority of Abu Huraira that the Messenger Allah (may peace be upon him) said: A disbeliever and a believer who killed him will never be gathered together in Hell.

Fatwa
According to the view of the majority of the scholars may Allaah have mercy upon them a Muslim should not be killed against a free non-Muslim under the Muslim rule. The evidence about this is the saying of the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ): “A Muslim should not be killed for killing a non-Muslim.” [At-Tirmithi]

In Saudi Arabia, when a person has been killed or caused to die by another, the prescribed blood money rates are as follows[7]:
100,000 riyals if the victim is a Muslim man
50,000 riyals if a Muslim woman
50,000 riyals if a Christian man
25,000 riyals if a Christian woman
6,666 riyals if a Hindu man
3,333 riyals if a Hindu woman.

YUSUFALI: Fight those who believe not in Allah nor the Last Day, nor hold that forbidden which hath been forbidden by Allah and His Messenger, nor acknowledge the religion of Truth, (even if they are) of the People of the Book, until they pay the Jizya with willing submission, and feel themselves subdued.

Ibn Kathir explains :

(until they pay the Jizyah), if they do not choose to embrace Islam,(with willing submission), in defeat and subservience,(and feel themselves subdued.), disgraced, humiliated and belittled. Therefore, Muslims are not allowed to honor the people of Dhimmah or elevate them above Muslims, for they are miserable, disgraced and humiliated. Muslim recorded from Abu Hurayrah that the Prophet said,
